Previous canal failures negatively impacted irrigated agriculture in Hood River County and made District operations very difficult, and often dangerous. The Low Line canal was over a hundred years old. This fast-tracked project required that approximately three miles of pipe be installed in a 15 day work window to avoid disruption to the district.
